Hi,
I need help.
How to setup opencart 3x for two languages?
I have two languages install and everything works fine, but I want to different homepage...
eg.
https://test.com/en
https://test.com/de

It's very very simple...
I want two homepage on different languages, first on english with this prefix (eg.
https://test.com/en) and second on german with this prefix
(eg.
https://test.com/en)

Then use SEO URLs and install SEO extension like
Smart SEO to enable language prefix.

How different? Translated text? Or a totally different layout and banners etc.?

It depends on how different
using the way opencart works what I can offer:-
I have two modules, both will allow you to have as many different banners/modules as you like - and can be set up to be different for each language or not.
HEADER AND FULLSCREEN GALLERY (don’t let the name fool you!)

supports - words - text - links - images - using all or just one ..
- put it anywhere - all headers - just one product - all products and exclude one - one category different from the rest - etc etc.
- create new modules place this in any layout position
each is language specific ..

supports all of the above and can be modified to be ‘placed anywhere’ within the page -
since opencart supports just the homepage - and the module supports different modules per language - what this means is you can have
* social icons for example linking to different Facebook profiles .. different icons - different links
* different payment options per country - things like that ..
* has a free footer positions module included
WHAT IT CAN NOT DO
change the basic opencart core layout top / middle / left / right / bottom per language
