OC 3 - Paypal standard not passing state (for US)

I noticed in OC 3, it looks like for US market, if using paypal standard, pay with credit card (not paypal login), OC does not pass the required "state" to paypal.
I am able to fix it easily by following the following link, but it would be nice to include it in the next release of OC code.
