backup/restore page not found

I am running 2.3.0.2 and I just noticed in the backend when i tried to go to the backup/restore page, i now get a page not found error.
I am sure that this used to work, any ideas on to why it has suddenly disappeared?
Where can i look in the file structure to see if its where its supposed to be and check permissions and if not there so i know where to upload a new folder/files to....

Ok found where backup.php was supposed to be, it wasnt there. So i uploaded backup.php to the folder where it's supposed to live, but now i am getting the following fatal error in vqmod -
