I successfully added a new language to my store, but the language flag icons on the homepage are not showing correctly.
It seems that Opencart v2.2.0.0 doesn't have the option to change the setting System->Localization->Languages
Is it able to fix them from backend?

Seems more a problem with the flag images/icons - have you checked if they are loaded correct?

I was trying to see if the settings are correct, because I couldn't enter information like Locale, Image, Directory and File Name when installing the new language. I thought maybe there's a different way to handle this. 
I followed the instruction by dropping new language folder into the 'catalog/language' and 'admin/language', the flag icons are also included. Is it correct?

Folder is correct, Images are stored there?
Simply povide an URL to give us the change to see that by ourself before that goes to a never ending story.
