First time checkout loops once

When I register an account upon checkout, the steps happen like this:

1. Enter address
2. Choose payment method
3. Enter comment
4. Click and agree to terms and conditions

Then instead of completing the order, I am sent back to:

5. Choose address
6. Choose payment method (again)
7. Enter comment (again)
8. Click and agree to terms and conditions (again)
9. Completing the order

This loop seems to be very unnecessary. Is there away to avoid the steps 5-8 so that I can complete the order first time?
