OC 3.0.2.0 Image Manager buttons not displaying / Developer Settings opens image manager

Version OC 3.0.2.0
Upgraded from 2.0.2.0
When I click on the Dashboard >> Developer Setting button in the upper right of the dashboard the image manager opens, with missing buttons
When I access the image manager through any other module, it loads and seems to work but the buttons and folder icons are working
I have cleared cache, uninstalled all modules and vqmod, and replaced the admin, catalog, image, and system folders without any success.
I have also replaced the filemanager with https://github.com/opencart/opencart/bl ... anager.php
and https://github.com/opencart/opencart/bl ... nager.twig
