OC 3.0.1.1 migration - no CSS loads on admin page (site is fine), no SSL possible for test site

I have migrated an OC 3.0.1.1 site to a new server and before bringing over the domain name I need to do some additional setup. I can login to admin but there is no CSS loading, so I can't do anything. I think this is related to not having an SSL certificate on the domain, which is a shared URL for testing purpose so an SSL certificate is not possible. Both config.php have only http settings, have tried modifying my local hosts file... and have been searching all over the forum and elsewhere online for a resolution. Any help is greatly appreciated!

Disable SEO / .htaccess file on your test site and see if the CSS do load afterwards.

no change from disabling .htaccess or any additions / changes to content in htaccess. I ensured all file permission access is 755. This is baffling... any further suggestions?

Are you sure you have setup config properly , are you sure all files are transfered properly ?? have you checked in browser console ??
