customer or admin doesn't receive emails

I can't get the email to work, not if I use "mail" or "smtp"
If I use the "mail" setting and I test it by sending email from the website (contact form) it says it is ok but i don't receive any emails..
and if I use use the "smtp" setting i get this error: "Warning: fsockopen(): unable to connect to mail.domeinnaam.nl:465 (Connection timed out)"
I have used this settings:
Mail Protocol: SMTP
Mail Parameters:
SMTP host-adress: tls://mail.mijndomein.nl or mail.mijndomein.nl
SMTP username: webshop@domeinnaam.nl
SMTP password: ******
SMTP port number: 465
SMTP timeout: 5

thanks but nope, not with: -f or -fwebshop@domain.nl or -f webshop@domain.nl

What are the message results based on these additions afterwards? More information would be needed in order to assist you on this issue.
