Simple: OC 3.x is still bleeding edge and not totally stable. It's not yet suitable for general users. Also, 2.x probably has a lot more available in the way of extensions and support, being long established.

I don't think there's any "downgrade" path available. It will take a manual installation of the old software, and a manual database conversion.
