How can I set a maintenance page when for example I'm performing some changes in my store?

In 1.4.8b it's System/Settings/Server/Maintenance Mode: On

also there is a free mod out there somewhere for 1.4.7

Try to live a little on the edge and use a copy of your (live) store to test it on
