Forum restructure

In light of the new v1.0 beta release, we will be restructuring and cleaning up the forum.

The new structure will accommodate the existing v0.x branch, and an all new v1.x branch.

The following existing boards will be merged to form a better structure:
merge(Language Support,Payment Support,Shipping Support,Order Total Support) -> Module Support
merge(Coding Discussion,Suggestions,Bug Tracker) -> Developer Support
merge(Commercial Development,Commercial Contributions) -> Commercial

A new "Website Suggestions" section will be created so you can give us suggestions/commands/feedback on the website.

We will also be changing the "News & Announcements" section to be read-only to keep the announcements more official. Questions and support can be handled in the General support area. We have archived all the old news in the "Archived News" child forum

The new structure is complete, we hope you like it.

We have also given you a place for General Discussion of OpenCart.
