Theme Journal simply does not show in modifications yet. Files and directories permissions are fine.
OC Ocmod suppose to pick it up even without me running its xml file via installer?

Solved by installing 2.3.0.2 stable and also changing install step 3 php file to one from 2.3.x to allow PDO access for a user with any kind of password
