problem with my modification page

Hi guys, i have this problem with my modifications. They sometimes don't work even if they are enabled or I do not see them reflecting in the front end. This only affects the modifications done/ installed through the extension installer and appear in the modifications page. Then a while later they then start working all of them or some of them. Is this only a problem with my site or is it an open cart bug? And how do i fix this?
My version is default 2.1.0.2

Are you aware of the fact, that an OcMod-Reset has to be made, every time,
one has changed and setting or status, in addition to clearing out VqMod Cache,
if one also uses this in OC ?! And possibly, one uses other Cache-Extensions as well,
then, their Cached Content also needs to be removed, before everything will display
in latest 'form'.

Yes I normally refresh and clear the cache in the modification page and also in my vqmod. I realized my problem is sometimes I don't do it at the same time which eventually it occasionally causes this issue.
