Quantity Value in Order Confirmation Email

I currently am running opencart 2.3.0.2 and i have had modifications done to the site to allow decimal quantity orders. Everywhere on the website this works (i.e. cart, checkout, etc.) as it was also modified in the db to allow for fraction orders. However, in the order confirmation that is emailed to the customer it shows up as 0 if it is less than 1.

I have been searching for the answer to this for quite a few days and am at my wit's end. Any help would be greatly appreciated. Can someone please please please tell me what and where i would need to modify this?
