fatal error memory

Fatal error: Allowed memory size of 67108864 bytes exhausted (tried to allocate 20480 bytes) in xxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxx/system/library/d_simple_html_dom.php on line 1449

why is this ahppening. Is it core file and how to fix it please.
It might have to be related that my titles use Chinese characters??

Well, this d_simple_html_dom.php is for sure not an OC default Core file ! ???

that if I call the site frequently for edit item, sooner or later it will show up. But my server is running HOT. and frequently I am getting downtime
