Developer for API based Module wanted

I need a developer for a simple API module It is search and include items into the page. API will be provided.
Furthermore it should include a MICROSOFT based translation of the input into the search for example typing german language and translate to the search input into english .
Similar MICROSOFT azure translation for automatic translation of complete page... not related to the API processing , into the browser language.
Needs to be Microsoft Azure based as Google is blocked in too may countries
