In the latest 2.3.0.2 you need to goto extensions/extensions then you can choose modules from the dropdown box

If you want to restore the links for the left-hand extension sub-areas, you can use my OpenCart 2.3 Extension Compatibility Fix

Cannot see Modules in extensions. Please help
