PayPal Express Checkout CAD is not supported (but it actually is)

Using OpenCart 2.1.2
I have a Paypal Express Checkout with a default currency of CAD
I have created a currency in OpenCart Canadian with a Code of CAD and it is the default

I get a 'Currency Not Supported' message every time

....perhaps?
I did originally have Canadian Dollar Currency set to CDN. I made the proper CAD currency and set it as default. I edited the existing orders to have the new added currency. But OpenCart seems to thing that the CDN currency is still associated with those orders and I cannot delete it.
