installation problem - pictures and style not displaying

Hi, after uploaded "upload" folder to the server and going to the installation side, only raw text of the 1/4 installation sites displays. No graphics, no style.
Can anybody help, what is wrong? Thanks.

It is a permission issue, your CSS and JS files permission is not correct. Please add required permission to all files before proceeding to installation.
