I have a fresh OC 2.3.0.2 installation, everything works fine but saving descriptions for categories or products in code view.
Basically if I create/edit a category or product in normal edit mode the text saves ok(even though a couple of times the content was not saved), switching in code view and editing the text the editor is not saving the content.
Tried this also from Firefox and IE, the same behaviour.

You mean, it doesn't save, when you have editor switched to source code? This problem is not related to OpenCart, but to WYSIWYG editor it uses (Summernote). You can try to update Summernote itself, there's a new version of it out there. It fixes some bugs.
