Custom Products Restricted to Customers OC Version 2.3.0.2

I'm looking for a custom module to be developed that will do the following:
1. Restrict a single product to a single customer. The product should only be visible to the customer when they are logged in.
2. The product should not show up in search results.
3. It would be nice to have the customer's products show up in their account area for quick ordering.

PM me if interested in developing such a module and give me an estimate of time/money. Include testing/troubleshooting the module in the estimate. The site is Opencart Version 2.3.0.2.
