Need Text (SMS) Credit System on Customer Front

Hi,

I have a message system in my OC website. I want to integrate message system as a paid system like SMS credit system. Means IF user post 140 characters message on store thru message system they will be charged 1 credit and credit will be deducted from store credit.

It's exactly similar to CART-SMS module but I need it to be on front side not on the admin side. Please find attached image for the same. Is it possible? Can any buddy develop this module for me, I am ready to pay for this.
