I've bought several extensions for 2.3.02 and, until recently, it went well. After paying for the last two purchases I have been unable to download the extensions I bought. There is simply nowhere on the site to download them. Am I missing something? Can I get Opencart to respond to my requests for refund?

You should contact the OpenCart team. They don't check the forum, so you'll need to contact them directly. You can do that using the "Contact Us" link in the footer.
