I have tried to activate UPS but they ask for a: Access Key:
Enter the XML rates access key assigned to you by UPS.

I've phoned UPS and they don't have a clue what I'm talking about. ???
I do have a username and password.
Anybody has an idea what the 'Access Key' is?

I went and signed up at UPS for this but when I attempt to get a key, the site wants a billing credit card. Does that mean I will get charged to use this function?

There is no charge for rates. But they require a card on file for shipping purposes to make online shipping easier.
