No Module Section in Opencart 2.3.0.2

Hi all,
This may sound as a silly question for some of you, but I cannot find a "Modules" section in my Opencart 2.3.0.2. Under Extensions I have only - Extension Installer, Extensions, Modifications and Events.
Is there anything I'm missing? I can design the website, but I don't have access to quite a few things.
The Opencart version is the one downloaded from opencart.com.
