Hi,
My question is, how do I put the different rates of weight/price. Opencart only allows a main VAT for all zones

As it is placed in opencart 1.5.6.4:
2:20.79,
3:31.19,
4:41.59, etc...

I have my store in Portugal (European Union) but, my shipments to the community and International can not have VAT, how do you do that? I need shipments with VAT and without VAT.

I need, not just weight, also VAT.
A transport charges VAT in the country, but can not charge VAT outside the country.

Do you know of any module?

You don't need an extension for this. Just set up a Geo Zone (in System > Localisation > Geo Zones) for your tax rate area, and then make sure your tax rate is applied to that geo zone. It will then only charge tax within that area, so even if it's applied to all weight-based shipping rates, it will not charge tax on addresses outside that geo zone.
