OC 2.2.0.0 Admin Edit Order adds sales tax to order

On OC 2.2.0.0 if I edit an order from admin, on the 5. Total page, it ends up adding sales tax to the order. The original order was tax exempt because it was shipping to a different state. I have another store on OC 2.1.0.1 and it does not have this issue.

No one else has seen this issue?
