Double-check that you have Access and Modify permission for that area, in Users > User Groups > (your user group)

I have the same problem and i give permissions correctly .
I encounter this problem on several modules for 2.3.0.2

If you're using OpenCart 2.3, then you're probably using old extensions that are not specifically updated for the new directory structure in 2.3. In that case, you'll need to either (1) update all your extensions to make sure they are 2.3 compatible, or (2) use my OpenCart 2.3 Extension Compatibility Fix, which will let most 2.2-compatible extensions work fine on 2.3. This should fix any permissions errors you are having once it's installed, though you may need to resave your User Group permissions after installing it to get it working.
