My client want to do something like this for shipping:

Standard shipping (7-30 days) when you spend more than USD$80 (or $10 shipping fee will be applied for the purchase less than USD$80).

Express shipping(3-10 days) when you spend more than USD$150 (or $25 shipping fee will be applied for the purchase less than USD$150).

As we only have 1 Free shipping module and 1 Flat rate module, this seems cannot be achieved.
Is there any way that I can achieve this kind of shipping situation? With the help of paid plugin is also a welcome suggestion.

Yes, opencartboost is right, Total-Based Shipping will work for what you need. You'd set it up like this:

------------------------------------------------------------------------------
CHARGE #1
Title: Standard Shipping
Sort Order: 1
Charge Field: 0-79.99 = 10.00, 80-9999 = 0

CHARGE #2
Title: Express Shipping
Sort Order: 2
Charge Field: 0-149.99 = 25.00, 150-9999 = 0
------------------------------------------------------------------------------
