I have a big issue with languages in version 2.2. I have set 2 languages but only one of them is Enabled. In the Admin panel System/Settings/Local the disabled language (in my case English) is not visible for Administration Language. The very big problem is that sometimes it is visible sometimes it is not. When it is not - in all Admin panel catalog things I cannot put data for language English and when I save the a product for example it is not visible in the list with products in the Admin panel.
In version 2.1.0.1 I have never seen such an issue. I can set English for Administration language although it is Disabled. And I can see the English tab in Add Product page.

I don't know why this happen. The only idea I have is that this is a result of a caching issue.
Please help.

In database table oc_settings I have config_admin_language = "en-gb". When I go to System/Settings/Local in the Admin panel the en-gb language is not set for Administration language, it is even not included in the drop down list. How can this be possible?
