If a user does not tick the Terms and Conditions box on the checkout page but just presses the 'continue' button, then the shopping cart warns the user that "You must agree to the Terms and Conditions"

I'm using PayPal Payments Standard, plus Bank Transfer as payment options - but the fault is not with the payment method, its to do with whether or not the customer ticks the accept Terms and Conditions box.
