Cancelled Orders with Correct Settings

Hi,
I'm working on Version 2.1.0.2
I'm having an issue with orders that I start from within the back end and place on behalf of my customers with a internet banking option for payment. The order once placed is going to cancelled status. I can not change the status in the back end.
Admin Settings. My default is pending
Admin Payment modules setting is set to pending
Admin Settings Under Fraud it is set to cancelled
The orders are going straight to cancelled status with using internet banking.
I have read many other posts and the solution seems to be in the settings. However this one appears that I have the right settings.
Does anyone know what could be causing this and a fix for it.
