User settings not reading from DB

Opencart 2.0.3.1

When I go into open System > Users > Users and I open one of the user’s settings. No matter what user I open it shows the original user name in First Name, Last Name, E-Mail fields on the screen. If I change the data it will save the settings in the DB but does not display in the Users Setting screen. It will still show the same info in all three fields on the screen.

I can add users does the same thing and the new users work. The database does show the correct updated and new information for updated and new users. Logins work fine.

To looks like the user dialog uses some sort of Username default for First Name, Last Name, E-Mail instead of showing fields in db.

Any ideas why?
