Looking for direction as to what modules we need.

I will be honest up front and tell you I don't have much of an idea if what I am doing...

Our company is in need of a few modules and not sure if they are already available.

1. To enable a separate tax other than state on certain products shipping to our home state without taxing out of state customers.

2. Age verification that uses background/state ID information to verify.

3. A pop-up for international customers to agree to terms before checkout...without adding an annoyance to US customers.

I fear, those kind of things will probably not be replied to in masses, in this Section, you better place 'such' in the commercial department. At least, if you really are looking for specific solutions, to be working as integral part of your future Shop. But many 'Newcomers' here are likely to expect not only OC to be free of charge, wich is not the Case. Neither here, nor anywhere else, where real Business is, what this is all about, for everyone involved

You could use different Customer Groups, and/or Zones, Geo-Zones, even Countries, by example, to seperate Tax Values, and other Things, individually.

Hopefully, you'll get something out of this all....
Use the links, to get an idea, what those Mod's can do, usually also as/in addition to 'basic' partly optional functions,
already existing by Default, as well. OC has already too much, by default, likely never ever touched, but still carried along, for the whole Life, for no reason at all. And as a consequence of such, it's sometimes presents those nice little 'not enough memory' reminders, to tell the fellows, that it momentarely has to carry a too heavy burdon, to keep on
