How to access EXTRAS > Specials in admin?

Is there a way in admin to add text to the Extras > Specials that is at the bottom of the site?
Everything I pulled up on search on here points to code in the footer? Can't this be edited like the "contact us" , Privacy Policy etc.. in the information section?

Alas not without code changes
There may be an extension however in the extension store that allows you to control that section via admin

That makes no sense at all. Why would the developers make something on the front end that can't be accessed in admin? I looked through the extensions and the ONLY ext. I found for EXTRAS is to move it. Nothing about editing it or accessing through admin.
I guess I will have to search the forum how to edit the code to delete the parts I don't want and move specials to information area.

All the links etc can be moved via the template file
For the default template, this is in:
catalog/view/theme/default/template/common/footer.tpl
