Unable to place order from Admin

OC 2.1.0.1 - Single Store only location
From admin, sales, order
1. Customer Details - OK
2. Products - OK
3. Payment Details - OK
4. Shipping Details - OK
5. Totals - Shipping method OK - Payment method is blank - NOTHING in the dropdown just please select,
I am only using PP Standard, shouldn't that be displayed in the drop down - or am I not able to place an order from the admin section??
