Assuming it is still a flat shipping rate and you just want to give it another name during the checkout process, you could just edit the text strings in file /catalog/language/english/extension/shipping/flat.php and then enable the flat shipping module in OpenCart's admin panel (http:///admin/index.php?controller=shipping_flat)
