Technically, this is already built-in. The order status does not necessarily have to be set to completed order status. Officially, an order is paid whenever an order has been completed from the gateway, not before. While the order is not completed, you can still cancel the payment transaction.

Otherwise, it would mean that your store would collect the customer's data before the customer would be able to complete an order as the customer would never be able to reach the payment gateway / offline payment processing system to complete their transaction while the checkout button would be active from the site header or from the cart page. This strategy would not be advisable as it would be under PCI Compliance.

What I would rather suggest is to restrict the checkout button by setting it to read-only whenever an order is not being authorized based on a module. Once authorized, and an email has been sent to the customer, the checkout button from the cart (header and page) could be reinstated.

Dedication and passion goes to those who are able to push and merge a project.

There is a FREE BILL ME Mod, similar to the one I use in my v.1.5.6.x, because it comes very close to, just making an OFFER, but thereby not really finalizing an Order, by definable Selection, kind of.

Just to mention it...!

PS: Interesting, the similar pre_2 version Mod's have been clreared out of the extension section,
as more and more other OC 1.5.x Version Mod's just seem to quietly fade away, as well... :'(
Soon, I will keep a larger stock, than OC, on my own PC, if they keep on 'fading' like that! :D

Older Bill ME OC Versions are still catchable here:
