Disaable step 5 in checkout

Step 5 in the checkout process has the same information box and step 4.
Why is this and is there a way to disable step 5 in OC 2?

Hi, is there any URL you can post? Are you using a custom theme or the default template when noticing this behavior from checkout?

this is indeed a custom theme. If you revert back to the default template and try step 5 again, do you notice the same behavior?

This seems standard on Opencart that the 'Add comments about your order' box appears on both step 4 and 5.

Why is this?
