Clean install 1.5.6.1

I am running OpenCart 1.5.6.1 currently but would like to do a fresh install. I have setup my theme and other extensions on the fresh install but when I go to import my database it says "Warning: The file you uploaded was empty!". Can any help? I am installing the same version of OpenCart so I don't understand what the issue is.

Why in the world would one import something into an already existing full Database,
after uploading a new Set of OC FIles to the Server ??

Just connect the config.php links to the existing earlier DB setup, if you fully reinstalled the shop,
by use of it's own new DB, and, hopefully, you did not delete the old DB before...

I Download entire Shops, move 'em to another Server, relink Paths and href-Links, and keep
'em all on the same DB connected. or then, I install a brandnew Software, and THEN change the
DB Address in the newly created Server config.php Files, to be relinked back to an existing and full DB.

That's all it takes.
