UPS Shipping Issue: Wrong prices

I am having an issue with UPS. I am using the default ups shipping module that comes with opencart 2.0.11. but the issue is it is showing less shipping price than what we are paying.

When customer calculates the price through shipping estimator it shows for all the ups shipping methods prices much less than what it is charging. for ground the difference is around $2 for other methods it is more sometimes it gives customer $10 less than what it is charging us. ON ups website both as a customer and as a shipper i tried and it is giving same price difference.

i tried disabling all vqmod scripts still didnt solve the issue. replaced all shipping related files to default installation files still no luck

Just checked it is fine with ground shipping, only next day air, 2nd day air etc is causing issues.
