Open cart layouts not displaying

Hi

I seem to be experiencing an issue with the latest open cart I have installed at chloescurls.com. Some banners will not display although I have set them to in layouts. The theme support did help by re-uploading there theme and when I uploaded my back up the problem came back.

They said there could be an issue with the database? How do I install a fresh DB pls? I am in phpmyadmin but so confused.
