Settings - Default Order Status

I just install opencart 2.0.3 on my website (GoDaddy). When going to the Settings/Option/Checkout the Order Status dropdown menu is empty so I can't pick a default. I am trying to update my settings but when I go to save it gives me an error. The error is "processing order status and complete order status - you must choose at least 1 order status." But there is not dropdown menu and the box is greyed out. I have both PayPal pro and PayPal express modules for my checkout enabled. In PayPal pro module the default order status dropdown menu is also empty so I can't add it there. Any help is appreciated.

I'm bumping this because I have the identical issue. Fresh install of 2.0.3.1 - can't update any settings because of the error "processing order status and complete order status - you must choose at least 1 order status." Except that it's all blank - there's no way to choose an order status.

go to configuration international orderstatus and addorderstatus there.
