Totally agree.
At first we should know what your marketing goals (sales? traffice? brand awareness?), what types of your products/ services (retail? b2b? non-profit organization?), and what types of specific customers you want to target. Today's famous marketing jargons like social media, SEO, digital marketing, etc are just channels, not strategies. You need to first answer basic questions above before selecting which channels you want to use.
