How do I create a new module.

I have a basic custom page, http://www.opencart.com/index.php?route ... tom%20page
But how do I add an admin area to my site so I can add other things to the layout ?
There are no template files for the admin folders.
I wish to add layouts in Admin > System > Design > Layouts. But my custom page does not show up because I do not have any files related to my page in the admin folders. What files do I need and what are their contents for a basic template that I can alter if needed.
