The merchant country is not supported. Paypal, help

Hello everyone, I'm new on this forum and I have a pretty annoying problem:

I have version 2.0.0 of OpenCart and I decided to set as paypal payment (payment via gateway) and paypal pro so as to make it possible for customers to enter their credit card details without having a paypal account.

Paypal works fine.

Paypal pro instead I return an error (tried with 3 credit cards) "The merchant country is not supported," surfing the net I found that (obviously) my country is not supported, however, seems to me a strange thing because even paypal supports Italy .

Then I checked the module PayPal pro goes to read the table "oc_zone_to_geo_zone" looking geo_zone_id = 0 and in my table there is a tuple with that value addition also seeks zone_id = 3937 but even here there are tuples that have zone_id = 0.

My question is how do I insert a tuple that satisfies these parameters or because paypal goes to seek values ​​that I do not? I was wrong configuration?
