Confused by Sort Order

I'm a newbie to OpenCart and have tried to get a grasp on the whole sort order thing. Take, for example, categories. Am I correct in assuming that the sort order applies only to those categories that are on the same hierarchical level as other categories? I mean, does every parent category trump every sub category, no matter what the sort order is, and so on down the line?
If so, I have no use for a sort order now. However, in the future, I might need it. Therefore, wouldn't I be wise to put a sort order of, say, "5" in all the categories I create, leaving room for a few special category promotions later on?
