Shipping Tax Question

Hi-
I need to charge tax on shipping, however I can't get it to work.

I have the right tax class set on my shipping module.

My order of the Order Total modules is:
Coupon Enabled 4 [ Edit ] [ Uninstall ]
Handling Fee Disabled [ Install ]
Low Order Fee Disabled [ Install ]
Shipping Enabled 3 [ Edit ] [ Uninstall ]
Sub-Total Enabled 1 [ Edit ] [ Uninstall ]
Taxes Enabled 5 [ Edit ] [ Uninstall ]
Total Enabled 6 [ Edit ] [ Uninstall ]

However, it doesn't include the shipping in the taxes calculated.
