Different shipping for different custmer group
Is it possible on 1564 with a simple estension under 10 $?

For customer group pricing for shipping, I have a
Multi Flat Rate Shipping extension. It's not quite $10, but it's close.
As a sidenote, the minimum price for extensions is $10, so you're not going to find one under that.

But why do not exixt nothing of simple like a selector under the shipping module ?

Are you talking about my extension? If so, it's pretty easy:
1. Fill in the Sort Order for the charge
2. Fill in the cost for the charge.
3. Add a "Customer Group" rule to the charge. Choose your customer group from the selector.
If you're talking about why this doesn't exist in the standard OpenCart installation, that's up to the OpenCart team.
