Saving shopping cart for admin to view and alter

Hi,

I know that there are some "save shopping cart" extensions on opencart.com, but as far as I understand, they are not what we need..

Our company sells products mainly to foreign countries. Shipment companies that we work with gives special prices for shipments to some countries if the weight of the package exceeds some amount. So we cannot list shipment prices for weights above those amounts.

We figured out the part to not list shipment price for bigger weights. (We use weight based shipment extension).

The thing we are in search for is that, if a customer adds products that weigh more then the max configured amount (and/or no shipment options are available), we shall make it possible for the customer to save the cart and contact us, so that we may contact the shipment company for the special price and than add to customer's saved cart the shipment for this special price (through admin panel). (And of course notify the customer)

Is there any extension that we may use for this purpose? If not, may any volunteer(s) contact me to develop such extension for a reasonable price?

Multilingual support is a must.
Changing quantity of products in the cart is a plus.
Adding/removing products to the cart is a plus.
